With an 8tb sabrent rocket,4090 founders edition,1600w power supply

 

Is it better to get a threadripper 5995x pro with 256 GB  slower ddr4 ram

 

Or an Intel i13900ks with 128gb ddr5 ram

 

Or a Ryzen 7995x/x3d with 128gb ddr5 ram

 

Or any other config

 

Ps will what type of 4090 it is affect gameplay and is a quadro better?

Basically any 4090 from a reputable brand will perform identical to the others, they are all over build.
Gigabyte have had issues with cracked PCB's on their 4090s, maybe avoid those.
Note: If you plan on running much ram I would get 2x48GB sticks instead of 4x32GB, 2 sticks of DDR5 will easily run at the XMP / EXPO profile like 6000-6400mhz but you would be lucky to get anything above 4800mhz with 4 sticks of DDR5 ( This has to do with memory controller etc )

You need to detail your workload more fully in order to get an accurate answer. There are many different types of 3D rendering, different renderers, different sizes of renders, and so many other factors that will determine which is the better option here. The option could be said Threadripper 5995WX with 256GB of RAM because you need insane amounts of RAM, it could be a 7800X3D with just 32GB of RAM because all the rendering will be done on the GPU anyway, so you might as well get the fastest gaming CPU you can get (you don't need more than 32GB of RAM for games, and more RAM is only useful if it's used). Without the proper guidelines, you can't say what would be best or not.

Not noticeably, 2-3% on average is the difference between the worst and the best 4090s. As for whether the Quadro will be better, see above.

I know there are, I can't think of them off the top of my head. There's also the thing where Quadros tend to have quite a lot more VRAM than their Geforce cousins on average, so if you are needing the 128GB+ of VRAM that they're trying to get one of those would likely be really useful. 

 

But yeah, unless they actually give a use case I'm a bit skeptical of any of this actually being necessary outside of bragging rights.
