How do I limit the GPU-usage?

Only way you can achieve that is by limiting FPS. 

mY sYsTeM iS Not pErfoRmInG aS gOOd As I sAW oN yOuTuBe. WhA t IS a GoOd FaN CuRVe??!!? wHat aRe tEh GoOd OvERclok SeTTinGS FoR My CaRd??  HoW CaN I foRcE my GpU to uSe 1o0%? BuT WiLL i HaVE Bo0tllEnEcKs? Windows 10, gtx 1070, it would be nice if it could be done with msi afterburner

FPS limit like Levent said or limit the power limit slider in msi afterburner. It still will show 100% usage, but power draw should be lower
