I have an RTX 4090 that is performing strangely.

With two game examples:
I can play Minecraft at 2K with 300+ FPS, however, Elden Ring at minimal settings chugs at 15-17 FPS. (No Ray Tracing)

Two more:

Dota 2 appears to run between 120 and 160 FPS, Cyberpunk 2077 runs at a consistent 8 FPS at the settings my other air cooled 3080TI runs at comfortably.

If I boot onto Linux with the same hardware, Elden Ring runs perfectly fine at maximum settings, frame locked 60 FPS. (No Ray Tracing)

It is not a CPU bottleneck, as the CPU appears to be performant.

So works in Linux but not in Windows. Borked Windows install or Windows drivers? Have you tried DDU? Maybe try reinstalling Windows?

Would this qualify as reinstalling windows? It is a new build with a recent installation, so I don't mind losing the files.

Honestly, I'm not sure. But I think I would start a normal Windows install and before starting the install, choose to format the drive Windows will be installed too. But ey, if you're going to format anyways, why not give that "Reset this PC" a go first 🙂

I've run Furmark and 3Dmark to the following results:

Furmark:
https://www.gpumagick.com/scores/show.php?id=3012

image.png.6aa0f10dccfc8fb5616c4890baaf6db5.png

3DMark:
https://www.3dmark.com/3dm/97909111

image.png.167ec6e2aa9af53788a4e27bf5abb712.png

I've done separate stress tests of the CPU and Ray Tracing and those seem to be fine and scoring around average in 3DMark.

It actually looks like your windows is using your onboard graphics,  Its definately plugged into the graphics card and not the motherboard right?

You're getting scores that would correlate with the 2 cu radeon graphics built into your 7800X3D.

Have you checked your clock speeds whilst running the benchmark?

Is it installing the adrenaline software for the amd onboard?

Possibly a driver conflict?

I did have AMD drivers installed prior, but with the recent stress tests I've had the NVidia Drivers tested in isolation. 3DMark support suggested that I go through the DDU and reinstall only the latest Nvidia drivers to see if that solved the issue. Still having problems.

You haven't posted the main page either. It looks like your graphics card just flat out isn't being registered by your system. What shows on the main page? Are you using a PCIE riser cable?

Can you post a full dxdiag for your system?

It will definately help shed some light on your system.

We need to know what's happening when it's supposed to be under load , At the moment it looks like it's not being used atall.

Did you pause windows updates when you used DDU because otherwise it will just install the AMD driver through windows updates when you boot up the pc.

There's alot of things that could be causing this so the trick for you is to give us as much information as you possibly can.

I know you disabled it but I want it to say Microsoft basic adapter. The fact its still showing as radeon graphics means it's still installing the amd driver software.

Here is the dxdiag.

The AMD driver error is from me disabling the driver.

What clock speed and usage does it show when you are actually playing games?

There's nothing wrong with the config that i can see , Theres a few GPU related crashes logged in that DXDIAG but i suspect its more of an effect than a cause.

The last thing to check really is see what the GPU is doing whilst your actually playing , MSI afterburner or HWMonitor , either will show you the clock speed and the usage.

Sometimes you can have an issue with the PStates on a GPU thats locking it essentially on its bottom clock speed BIN.

A 4090 is very powerful but not if its locked at 100Mhz on the core.
