What is low FPS? What were you getting before, and now?  Actual numbers helps.

What storage do you have?  Did you install the games on a HDD and have loading issues?   Just guessing, we need more info.

Did settings change?  Resolution?

FPS before 300+ (in CS:GO for example) but it was stuttering because PSU was an E tire with a low voltage output fixed it buy buying the ASUS Tuf fixed the probelm

Replaced the Motherboard because it had no heatsink on VRM and while using it VRM temp reached 80c

After replacing MOBO I had to reinstall windows to remove old drivers and install new ones so I did after I finished installing drivers tried few games noticed in some games FPS was lower and in some lots of FPS drops where happening

Dota 2 with i5-8600k 200+fps -> new CPU i5-12400f with MSI B760m-p 200fps with stutter -> i5-12400f with MSI Z690-A 120 fps

CS:GO 300fps with i5-12400f and MSI B760m-p with stutter , Same fps with new mobo but fps drop from 300 to 200 then go back to 300 which causes mini freeze
DS3 fps was stable 60fps now its jumping between 58-60 constantly

Games are on gen 3 M.2
as for resolution its the same 1080p I sill use

my susception is the RAM because 2400mhz is kinda slow for i5-12400f but I'm not an expert so I can't say for sure same goes for GPU I think it is bottlenecking the CPU

there's a lot of "because" and assumptions here. only thing that is clear is that you seemingly cannot describe the problem properly.  it was stuttery before,  but now is also stuttery...? yes?

i suggest a reset with the following:

FULL system specs (exact brands, model names, etc)

3dmark FIRESTRIKE benchmark results (link)
