GPU or RAM problem?

2 months ago I bought a new laptop (Lenovo Ideapad gaming 3 ,Ryzen 5 5600H, 8GB RAM ,GTX1650 4GB) After using it for some time, I started having a problem. My GPU was not using its dedicated memory to its full potential. At first (after buying it), it was completely fine and using its dedicated memory ,but after something happed (I don't know what ) it stopped using its dedicated memory to full potential as before. While Gaming(Valorant) It always shows it is using 0.5-0.9 Dedicated RAM while before it showed 1.9 - 2.3 GB .  So I Factory reset my whole laptop and the problem disappeared. But recently the problem appeared again I don't know how .It is causing a lot of trouble. My whole device has been slowed down by this. Can someone help me. Can it be a RAM Bottleneck?

Interesting what cpu are you using? Im thinking that you may have not set like your gpu as the primary gpu for gaming and therefore game is not fully using the gpu
