the white blinking means current, voltage or general power fluctuation.
Are you powering the GPU with 1 daisy chain cable or two cables?
EDIT: I see that your PSU only comes with 1 daisy chain cable. Its ok to power a GPU like this but sometimes it can result in unstable power in lower tier PSU's like the CV650.

Yep. The white led will blink is getting abnormal power.  You can try to reseat the cables but I doubt that would make much difference.
I will say that I have used Daisy-Chain cables from Corsair a lot throughout the years ( albeit from higher tier units than the CV series :
And not had any issues.  I used a single daisy-chain like you on my RTX 2080 and after overclocking it hard I ran into power limits in certain games ( The issue you are experiencing ). I didn't really mind it as long as the system ran, it just meant I was maybe getting a few FPS less.

So if I run my gpu like this and if the white light blinks occasionally, will it be a problem or is there no problem if I run my gpu like this?

Its not ideal, it could either be blinking to show an issue with the card or the PSU but its clearly still running so I wouldn't say its critical.
If you are getting over 60fps in Dying Light I would maybe turn on Vsync or limit the FPS to 60 so the card isn't pushed to the max.
Personaly, I wouldnt worry too much about it if it only blinks sometimes and not all the time.
