RAM issues when turning on computer

What have I tried?
Different RAM (2 sticks) - in slot 2 and slot 4 (both worked with the other ram as single config in each of those slots as well)
The listed new RAM (2 x 32gb) tried one in slot 2 and slot 4 (and the other as well) and each configuration worked.
The new ram in both slots 2 and 4 at the same time causes an orange light to light up, takes me into an error screen that says it has safe booted. Once there, I can go into BIOS and make it to Windows successfully
- Same interactions with various XMP configurations (and none)
What I need help with
What are some other debugging methods + things that I can try to better configure or resolve this problem?

Either Slots 1 and 3, or 2and 4 is fine.
Does the system P.O.S.T. and eventually boot into the OS properly if you have XMP disabled?
What version BIOS are you using?
If it is quite a bit out-of-date, update it -- usually new BIOS improve Memory stability and support.
DDR5 has been finnicky for a while on both Intel and AMD, "growing pains."
(i.e. a new BIOS every month or two...for a while)
