I have a Logitech M510 wireless mouse, and have been experiencing random drop outs and lagging. This has been going on for about half a year and I have finally gotten around to fix it.  All the other topics that have lagging USB mention audio issues, but I have no such issue.

System specs:  Dell Latitude 5480

Intel Core i5 7440HQ

GPU 0: Intel HD Graphics 630

GPU 1: NVIDIA GeForce 930MX

SSD: Toshiba THNSNK256GVN8 M.2

Where is the USB dongle relative to the mouse physically? Is there anything between the mouse and the dongle?

 

Wireless communication uses electromagnetic radiation which is attenuated by any material between it, even air, where usually the denser/higher atomic mass the material is between the source and wherever its being measured/used will proportionally attenuate the signal. If its attenuated enough, it'll start dropping data and/or simply 'corrupt' it.

The regular way to fix a Logitech mouse is usually to make sure that Windows and all USB/chipset/motherboard drivers are up to date. Uninstall and reinstall Logitech software (Logitech Options/Setpoint/other). And reboot the computer between each step.

Also, the most overlooked  problem is to make sure that the battery is alkaline and still has a good charge. Logitech mouses are really battery efficient, but they can get finicky when nearing end of battery life.

I do not think that this is the problem because the dongle is on the back of my laptop, but I have another mouse of the same model on a different laptop(Inspiron 17R) underneath my Latitude 5480, and that computer has never had the dropping out problem. Another reason being that the problem isn't persistent, but happens seemingly at random, even when I change nothing at all with the dongle or the mouse's general position. I appreciate the help either way though.

I am in the middle of trying the steps that you suggested, but the Dell Support assist program says that all of my drivers are updated, but one look at the dell drivers page shows that there are newer drivers that I know aren't up to date on my computer. Another things is that I can't find drivers for my model of mouse, so I am stuck right now. The only other thing was that I ruled out the battery being the issue, as I have tried replacing them multiple times and the problem still persists.

That didn't work, as there is no tool to download the drivers for 64 bit Windows, and the tools that I tried either couldn't find it, or didn't support the mouse, and redirected to a link that no longer exists. Although none of this worked, I do have an idea that it could be the dongle overheating, as it can get hot when the computer is being used.
