144 Hz not working

Hi 

 

I discussed this in another forum yesterday, but they didn't know what the issue was. To put it simple a couple of months ago my PC started showing a bar that progressively got bigger and bigger. Sometimes it had bugs like the video. Lately it has started to annoy me, see the pic nr 1. but when I started minecraft it disappeard all together see second pic. What could be the issue? is it the graphis card or the screen. I have tried to lower the HZ to 135hz and that has solved most of the problem but it's annoying not being able to use the 144hz capeliites of my screen. 
Another person on the other forum had the same problem so a misuse or something along those lines are almost ruled out.
