Budget (including currency): $2500 Including the monitor

Country: USD

Games, programs or workloads that it will be used for:All sorts of gaming:  AAA games, FPS games, Tactical shooters, racing sims, etc. Light photo/video editing, light machine learning and software dev. The main purpose of the build is gaming, but I would like it to be able to do multi-purpose.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 1440p monitor at 144hz or above. The monitor is the only peripheral that I need. I plan to buy withing the next 2-3 weeks. The ssd only needs to be 1tb, as it will just be the boot drive. I am not set on the 4080 model, and will most likely just pick up the cheapest card (FE at Best Buy). The PSU does need to be A tier (https://cultists.network/140/psu-tier-list/) and ATX 3.0. Thanks in Advance

IMO the 7800X3D is a better CPU and uses much less power than the Intel. Some programs might be better optimized on Intel, but some will benefit from the massive L3 cache on the 7800X3D.  Here's a comparison of the two:

https://www.techpowerup.com/review/amd-ryzen-7-7800x3d/

Edit: this could also be an option:

According to what @PcBeExpensive said I would swap this cpu to a 7900 to get a good productivity advantage

Why ? The op states the main usage is gaming. They are only doing light workstation tasks. If it was a workstation pc first then the 7900 would make more sense.

OP would like it to be multi purpose, the 13700KF makes so much more sense for multi purpose.

My First PC
CPU: Ryzen 5 5600x
Cooler: Asus TUF Gaming LC240
Motherboard: Asus ROG Strix B550-f gaming
RAM: 4x8 GB Corsair Vengeance RS (3200 MHz, CL16)
Storage: 1tb Samsung 980 Pro
Graphics Card: Asus Dual RTX 2060 OC
Case: Deepcool Matrexx 50
Power Supply: Corsair RM650x
Headset: Razer Blackshark V2
Keyboard: Corsair K70 Pro Mini (Speed Silver switches)
Mouse: Razer Viper Mini
Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).

I love Photography (Using a Canon 60D)

Love F1, my favourite team is Ferrari and my favourite driver is Leclerc

'The main purpose of the build is gaming' and the 7800X3D is faster on average than the 13700K. If he wants a slower gaming cpu then that is kind of going against his statement. The 7800X3D is still perfectly capable of editing etc. Might not be as quick, but that isn't the main aim.
