HDR brightness changes after launching a game IF freesync is on

On one of my HDR monitors, the color is dimmer than the other, (its easier to see in the title bar of the photo viewer I have on in the video) UNTIL I launch a game with freesync enabled, then that monitor gets brighter and stays that way, even after closing the game. if freesync is DISABLED then it DOESN'T get brighter. When it is brighter it seems to match the OTHER HDR monitor. This implies to me that HDR isn't fully 'on' until I launch a game with freesync enabled.  I'd like it to be in the brighter mode all the time, to match the other HDR monitor, but I'm not sure what is going on.

 

Right Monitor: Samsung LS28AG700N

Left Monitor: Acer VG281K

GC: 6800 XT

All driver's updated.
