Sanity-Check a NAS build for me?

Budget (including currency): $2000 CAD

Country: Canada

Games, programs or workloads that it will be used for: TrueNASCore, Paperless-ngx, Photoprism ,a backup manager, maybe wireguard or something to allow me to VPN into the network when I'm away, MAYBE Plex (or maybe my main gaming PC will run plex and handle transcodes, using this as a library. Thoughts appreciated)
Other details
Ideally will be very quiet, as it will live near a bedroom where the router is.
I'm aiming to do a Raid-Z2 setup, so 24Gb total storage.
Ideally I'll be running this headless, out of a closet, for pretty much its entire life.

Same with the PSU, you don't need a lot for it but getting a reliable one with high wattage cap is very very nice when you can spare the budget to.
