Computer Specs:

GPU: ZOTAC NVIDIA RTX 3070

CPU: INTEL i5 12400F

16 GB VYPER RAM 2800 MHZ
 

Hi, I recently bought a refurbished 3070 off of ebay, after installing it, my CPU usage has been through the roof whenever I play games. Even with games like Doom Eternal, CPU usage stays at 80-100%. When I open up task manager, the gpu only ever tends to be much much lower, with the highest I've seen it be at around 60% on Fortnite. It's consistent even with other games like RDR 2 and Cyberpunk 2077. I've tried to look for solutions online, but nothing is working, I'm new to pc gaming, really don't want to have just wasted my money. PLEASE HELP ASAP!!

What resolution are you playing at? Because this sounds like a CPU bottleneck too me.

Pretty much at 1080p exclusively. I should've mentioned before that the 60% is for Fortnite only. When I'm on RDR 2 or Cyberpunk the GPU tends to hang around 6-12%. The computer also tends to be pretty loud.

Hmm, that is strange. Have you downloaded the drivers for the GPU using Nvidia's Geforce Experience? Did you have a GPU in this PC before the 3070? And if so, did you delete the old drivers?

I used to have a GTX 1060 6GB in there until just about last week. I got the new drivers and I believe I did delete the old drivers, but is there a way to check if I didn't?

A surefire way to now you have deleted the old drivers is to use a program called DDU (display driver uninstaller). In the link to this JayzTwoCents video you will find how to use the software correctly. Old remnants of drivers not designed for your current cards can cause instability, crashes and overall performance problems

I tried it out, still seems to be the same unfortunately. Another user on here suggested that I reinstall windows, thoughts?

Cause I have absolutly 0 faith it's a CPU bottleneck personnally. A 12400 shouldn't limit a 3070 whatsoever. Something is cleary wrong here. 

How would I be able to check that?

Just to give a perspective of what I'm looking at, I don't know much about computers so maybe this will help? The game running currently is Cyberpunk 2077 with most settings on high/ultra.

Your gpu is idle and sitting at 72c. You have a massive case airflow problem if that is right, or the fans on the card don’t work at all.

 

download hwinfo, run it in the background and fire up a game for 5 minutes. Go to sensors tab, use the <-> to get all info visible and take a screenshot with snipping tool (comes out clear). Post here.

OP could also use MSI afterburner to monitor in game clocks, usage and temps. Also since its a refurbished GPU downloading GPUZ to get some general info is never a bad idea.

Yeah, GPU Z is a good idea if hwinfo doesn’t give us anything concrete.

Is it ? 
Cause I saw task manager falsely report GPU load quite a lot.
Also it's possible he's alt-tabing to take this screenshot and so GPU load drops ? Idk.

If the card is under load but falsly reporting in taskmanager 72c isnt bad, its actually quite good.

It’s why I asked for a hwinfo screenie - I don’t trust windows reporting but on the surface there seems to be a temp problem.

Here, performance tab, CPU, and you can see it, bottom right. "Cores" and "Logical processors".
In my case it's an 8 cores / 16 threads CPU.
In yours it's 6 cores / 12 threads CPU.

I've attached two screenshots of the task manager, everything seems alright? I think?

Attached a screenshot when I just have discord and Chrome open, also I'm not sure how much this matters, but I do have an older NZXT case, I just learned recently that NZXT cases don't tend to have the greatest airflow. Should I also attach a screenshot of HWINFO when I'm in game?

For that screenshot, I was in game and just moved my mouse cursor as far right as I could go, trying to include task manager

Attaching two screenshots of MSI Afterburner and HWINFO when in game, again, if there's anything else in particular that anyone wants to see, I'm game, just let me know.

Your cpu is not fully boosting - it’s at 4ghz which is off by a small bit from the 4.4ghz max (it probably won’t do the full 4.4 because it’s not a pure single thread load, but would expect more than 4.0). Or it could be showing an average of p and e cores - you can open the tab further to see individual cores.

 

The GPU is pulling 215w which is right at the design spec for max power draw.

 

Frankly, I don’t see anything wrong with your system that would be a cause for concern, unless the perceived performance is not as expected.

 

Discount what windows tells you about GPU and CPU usage - it is not accurate. Enjoy your games, assuming performance is good.
