Underperforming Cpu

i have a ryzen 5 3500u with Radeon vega mobile gfx cpu in my laptop Im not sure that it is under performing but almost no game can run 30fps or higher without the cpu TDP set to 40 - 45 W today i was playing a simple game called Polygon and it couldn't get 60 fps until the TDP change i know that is not my gpu cause its being used about 20% and i even ran the game with IGPU and the fps was about the same 

every fps was captured with the adaptor pluged in and my gpu is gpu Gtx 1050 , vega 8

Run hwinfo, start playing a game, post the sensors information here by using snipping tool (default windows program - just type in snip in search bar) for a capture of that information after a few minutes of playing.

Running cyberpunk 2077 GPU 40 % and CPU 100% about 40 - 50 mins of playing driving around
