Think these old buggers, the trick was to hold down F2 while booting to get the menu.

 

I could be wrong, it's been a while since I've used one. But that's what the ol' memory says.

You'll need a boot floppy, then loading the DOS drivers for an external CD-ROM drive (USB or parallel port) would be your best bet.

According to this site - Emulate the Cd-Rom drive from a USB stick (allarghiamoci.it) - there exists also a particular USB flash controller that has can be reflashed with a different firmware image to emulate being a CD drive. It requires whichever old USB stick is large enough and has that particular controller, and the maintenance tool by the controller manufacturer that's referred to on this page - Phison UP13 UP14 UP12 V1.96 – Файлы – FlashBoot.ru (archive.org). Don't know how that would work practically, but it's another option!
