I haven't had my pc for so long but I have noticed in a lot of games (but not all) there will be a lot of stuttering no matter what the framerate is, I have tried so many fixes but nothing has worked. When running games that cause stutter I have monitored my hardware using msi afterburner and most of the time it seems my CPU and GPU are not being utilised that well. There was one moment while playing spiderman remastered the game froze when swinging about and some of the textures wasn't fully loaded in at that time but they quickly loaded in when the game unfroze, I dont know if that is related or not. My CPU and GPU are both overclocked, the CPU is overclocked using Ryzen masters auto overclock to 4.75 GHZ and removing the CPU overclock didn't make a difference.

Some are on hard drive, some are on an ssd but it is a problem no matter what drive they are on, i think the stuttering only happens with more demanding games as games like minecraft run fine but i do use ray tracing on minecraft so its hard to say why this is happening. I have spiderman pc and half life alyx on my ssd and they both stutter.
