This is not a max or even average FPS issue. The CPU can run the card at 100%. My issue is with frame drops during extremely CPU-intensive scenarios. Examples include: base captures during Planetside 2 (which has a huge number of players), Metro Exodus when in camps with lots of AI controlled NPCs, Overwatch 2 when all hell is breaking loose on screen. 

 

During these and similar scenarios, the CPU power draw is on the higher end and the smoothness of the frametime graph goes to doodoo. I suppose my question is would upgrading to a 5700 or 5900X smooth things out during situations like these? Again, I understand this won't necessarily increase average FPS, I just want it to smooth things out during more intensive situations.

Yes, that sounds like CPU bottleneck. I would recommend 5800X3D if high refresh rate gaming is your thing, as it will provide much better frame times.

uh its likely yes. you can just check cpu usage *ON EACH CORE* with msi afterburner though to confirm this. if one or more are *close* to 100% then yes, cpu bottleneck

All the cores are being pushed pretty hard and its going into the SMT.
