CPU and RAM debug lights on boot

I'm trying to repurpose some old parts into a working PC for my SO, but when I try to boot the system, I get the CPU and RAM debug lights on at the same time (which is why I had to upgrade in the first place).

I've tried everything short of a new CPU or new motherboard, any other suggestions?

i would check online for latest bios supporting the 1600x . and flash it if possible.

Unfortunately, I can't get to the bios screen for the motherboard and it doesn't support flashback

 

Would it be worth trying with a 5th Gen Ryzen?

actually it is. 

main problem with AM4 bios'es was they started getting too full, so older cpu's usually got removed except a few standards..
