New PC doesn't boot

So today I built my brother a PC, and it doesn't boot (specs listed below).

 

MB: ASRock B550M Pro4 

CPU: Ryzen 5 5600 with stock cooler

GPU: XFX RX 6600

RAM: 2x8 GB DDR4 3200 Patriot

SSD: Samsung 980 evo 1TB

PSU: 550W coolermaster 80+ bronze

 

We tried to swap to a stick of ram and a CPU (ryzen 3 3200G) that we used in a different computer (and we onow they work) and still no signs of life.

 

Can anyone help?

Turn on the power supply?
Connect power supply to the wall?
Connect the monitor to GPU and not the motherboard?

Connect power supply to CPU EPS, Motherboard 24pin, GPU PCIe 6/8 pins?
Are there even any standby lights on the motherboard while the system is off that indicates there's board power?
Did you connect the power button to the case correctly?
Did you try making toast with a toaster on the same outlet the power supply was plugged into?

  • 5950X -30 all core curve, +200 Mhz offset

  • Asus X570 Dark Hero
  • 4x8GB DDR4 3600 CL14
  • Asus Strix OC 3080 Ti
  • EVGA 1600G+
  • 13xAL120 V2 Uni fans

It turns on, just doesn't boot.

into bios. also the usb ports don't seem to pass any charge through (the LED on my flash drive, as well as on my mouse and keyboard are all off)

I'm bretty sure that the MB is dead since the cpu fan works but it doesn't seem to pass any electricity except that

Assuming these are new parts?

Try clearing CMOS:

  1. Turn off computer
  2. Turn off power supply
  3. Remove the battery
  4. Press power button for 10 seconds
  5. Insert battery
  6. Turn on power supply
  7. Turn on computer

If that doesn't work, try removing a stick of RAM so that from left to right, you only have 1 stick in the 2nd slot. Then try the other stick in that slot

 

Otherwise, if the lights turn on, fans try to spin, but still no post from the GPU to monitor, I believe it might be a motherboard issue
