How bad would it be (overall) to use a gpu with a lower tier psu? Are we speaking of possible failures or just lifespan?

Very bad. This PSU can't handle a dynamic 12v load very well bacause of the bad voltage regulation due to the outdated internal design. Besides that the unit lacks some essential protection features (OCP and OTP) and the manufacturer saved a lot of costs to implement a 230v only input filtering instead of full range.
