Alr yes its a bit over budget but its not in usa (where your pc part picker list was)

AS for windows, there's a lot of legit stores that sells windows10/11 for $10-16. As for the 7800x3d or a higher core count in 7900x vs getting a 7900xt gpu, really depends on the app that you are going to use. If I remember correctly from what my friend told me, davinci is more of a gpu intensive task. So considering the budget, I believe gaming performance wise and on gpu intensive work, a 7700x+7900xt would have a better performance than a 7800x3d/7900x+6950xt/6900xt. You can also replace the PSU to a 850w that's around 100€ from other reputable brands like evga, corsair, silverstone, etc. But superflower is really a very good brand, if you think the old evga psus were good, well that's because those are rebrand from superflower. Their psus are actually rebranded into other famous brands in the west.

So When I mentioned that it's a gpu intensive task. I don't mean that it won't use the cpu and won't make a difference. Just that GPU takes priority.

For the price difference of 7900x and 7700x you would see that theirs very little difference in performance.

 

While for the GPU with the current budget, the best the max option is really either 7900 xt or 4070 ti, whichever is cheaper. Both of those are  not in the graph, but I they should be just below their "big bro" counterpart 7900xtx and 4080.

Normally, these aren't wrong. But with the budget, there are better options. I have water cooling, if he goes with 7700x or probably even 7900x, it does not need an AIO. Specially since it would be for work. Air cooler is the best option for that and cheaper too. Motherboard isn't wrong, but with the original option, he was fine with a b650m. While AMD is ram sensitive, even those 5600mhz cl36 rams, we can be optimized the timings to have it run faster. For the PSU, there are €100 options for from other similar brand like silverstone and fractal. The total saving you can save is over €100 and could have gone into the cpu or gpu.
