Wrong CPU usage percentage!?!?

My cpu usage keeps showing wrong percentages. First I noticed while playing rivatuner would say I was using 0-4 percent of my cpu while the temps were at 50-60c. Then I check my task manager and it’s showing 30-40 percent of the cpu. Msi center shows 0-1 percentage usage while idle or YouTube playing and task manager would say 5-8 percent usage. What causes this?

The percentage that Task manager is showing is correct. In the MSI afterburner you have mabye choosen the wrong value. I had that exact problem when I was setting rivatuner up.
