Budget (including currency): +-$1600

Country: South Africa

Games, programs or workloads that it will be used for: I game old and new games, use Discord and YouTube on 2nd screen.

Other details : I have a b550 gigabyte motherboard 5800x3d, nvme samsung 1tb drive. I currently have a 1070 graphics card and a Samsung 4k 60htz monitor as my main monitor. I have been saving to buy a high end graphics card. Was looking at a 4090. But I am worried I am wasting my money going that high. Maybe spending less and upgrading something else would be a smarter choice with the graphics upgrade? Some other point that might help. I don't really play FPS and my ping is never going to be great from SA to anywhere else in the world. I like simulation games and survival games. I prefer it to work 1st and look great 2nd. But recently I have been trying to increase my resolution in games to 1440 or 4k if I can to make it look nicer. My 2nd monitor is a 1080 60htz. I have also thought to get a vr quest 2. But I heard amd has tech issues with vr and I would prefer to avoid tech issues.

What case, psu, ram and cpu cooler? I would probs get a 4080 and upgrade the other components. But if the other components are good enough then just slot in a 4090

What currency is that? Agree with @filpoyou can get a 4080 but the 7900xtx is a very good contender, it doesnt perform as well as the 4080 but is quite a bit cheaper. But if you are using vr then for sure go with nvidia. TBH your build is quite solid, the 5800x3d is still a very good gaming CPU these days. If you have money left over after the 4080 maybe look into getting a 7800x3d.

Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).

Thank you for the response my caes is a coolermaster 500 something not sure the exact model. I have e a 850watt power supply. Ram is 32gb 3600mhz and I have a 240mm aio. I upgraded to most of this about 1.5 years ago so would prefer not to change too much if I can make the cost over time better.

South africa uses the rand currency but I quoted it in us dollars so it would be easier for others to understand the value I wanted to spend. I think if I upgrade to 7800x3d it would increase the cost a lot more then $1600 us. As I would need to replace motherboard, cpu and memory.

Good point. You could go with a 7900xtx which costs around $1k USD then look for good deals on 7800x3d, mobo and ram.

Ye then the 7900 xtx would be more fit if you don't wanna use raytracing or some of nvidia's features. Just be wary that the 7900 xtx isn't amazing in vr

As for gpu if you are worried about spending too much money i guess used rtx 3090 exist, theyre around 700$ on ebay

The rest of your setup is completely fine and is in no need of an upgrade, though if you desire extra cpu performance you may consider raising bclk slightly (103/104), just prepare a secondary os to stability test incase you hit particularly odd instabilities that may cause data corruption (similar to say a particularly unstable ram overclock when pushing the limits, but completely safe once stable)

Just get a 7900XTX and enjoy it. 5800X3D should still age like fine wine for 1440p especially 4k gaming. You say you're worried about needlessly wasting money on marginal upgrades yet the talk of a new CPU adding $600 to your costs is exactly that, spending money for the sake of spending money.
