Ryzen 5 5600 not boosting during full load

Solved: I set all PBO settings back to "auto" and set a voltage offset of +0.05V, idk if it is needed but that is to validate another time.

TLDR: Don't touch settings you dont understand 馃槃

Just got a 5600(non x). Running cinebench r23, the reported frequency from task manager is barely 4GHz and the result matches around 9500 when it should be 11000. HWInfo reports an "active clock" of the expected 4.4GHz but the "effective clock" matches task manager at around 4.0 and below. It's running at max 60C under full load so no thermal throttling. It is also only drawing 65W at max despite my previous 2600 being able to draw up to 105W with no issues stability or otherwise. Have I missed some bios settings?
