Try using Autoruns from Sysinternals, a free utility and part of the Sysinternals suite, made by past & present Microsoft software engineers.

Run it as admin and it should show all running and loaded drivers, tasks, services.

It will show where each is installed and allows you to disable any item temporarily, jump to the entry that loads it, registry, task and folder.

Reboot after disabling then you can delete the item as it will no longer be in use.

Be careful as it is a very powerful utility and you can easily brick your Windows install if you mess around with it.

As an addition, the fact that the Process hacker file is located in your temp folder suggests an interupted install or a malicious install, only you know that for certain though, it might be wise to scan with something like Malwarebytes or another similar app for malware.

Go to the file directory shown or add/remove programs and uninstall process hacker.

if windows says something is using it... then something is using it. Check your running processes in task manager and kill the task, then you can remove the file.

malwarebytes actually detected the file as a threat and deleted it and now everything works, thanks man!
