What CPU are you using and do you have TPM enabled in the BIOS? That's really what the 'requirements' are checking.

Yes, you meet the requirements. The settings page gets it wrong sometimes.

 

If you really want Win11 now, you could just download the assistant manually.

Is your drive GPT and not MBR?

Na, right on the desktop should be fine. It'll set itself up from there.
