GPU Hotspot much higher than GPU core

Just bought a MSI RX 6800.

 

During Time Spy Benchmark, the GPU core is usually somewhere between 65 - 72, while GPU hotspot is usually about 18-20 degree higher.

 

Do I need to care about GPU core or GPU hotspot more?

 

Is this normal?  Is my card defective?

CPU OC: -30 all cores @AutoGhz

GPU OC: 3Ghz Core 2750Mhz Memory w/ 25%W increase (460W)

Is it normal for watercooling too?
I bought RTX 3080 FE, i wasn't happy with memory temps, so decided to watercool graphics card.

Custom loop is just for Rtx3080 - standard stuff - 240mm rad and Alphacool GPX-N RTX
Memory temps dropped from 80*C to 66*C(max), GPU from 71 to 50 - which makes me very happy, and it is so much quieter now

The only issue i have now is with hot spot temps - they are around 20*c higher than gpu temp under load.
I have repasted it 3 times at this point, which makes no difference.

Should i repaste it again? Should i be worried?
