About 90% of the devices out there that use a DC barrel jack are like that. There's almost always a little diagram embossed in the plastic near the connector that tells you what the device expects.

so like, do they sell em with the outside positive? If so what difference would that make?

Yes, they do and the difference is that the positive and negative would be reversed putting high power in the wrong places.
