I need a power supply upgrade, but I don't know whether I should get a 1050 watt or a 1200 watt unit. I have a 6950 xt and a 3700x, and and the total power draw is theoretically 620 watts, and I know that the general rule of thumb is double the total wattage of the system. However, I have been thinking about upgrading my CPU whenever I find a good deal on a CPU MOBO combo or something, and I don't know what to expect with power draw from next-gen CPUs. Never heard the rule of dumb is to double the wattage... Thats just out right false.  You will be fine with a 850w PSU but if you wanna go 1000w+ sure.  Quality 850w over c tier 1000w any day. ( not saying that the Thermaltake GFA3 is a C tier PSU, just saying )
The Thermaltake 1050w you listed will be more than fine, you could run a 7900x and a 4090 on that.

Cooler Master has a PSU calculator, and if you enter in your other components at PCPartPicker, it will tell you how much power you're going to draw under load. I generally go for the higher of those two numbers +100W or +10%, whichever's higher. That should keep your PSU right in the middle of its efficiency curve. Problem is that you can curve a PSU as crazily as you want, but if it's an arson box, it's an arson box no matter the wattage.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

if your total power draw should hit 620watts then a perfect partner would be an 850watt PSU.

However with the increased demand Intel AMD and Nvidiea are all making on power draw over time the transient spikes are the only area where 

it is possible that a PSU might trip and the PC has a hard shutdown.

With that in mind and despite the 2nd gen improvements of each cycle that are made. Looking at the last release of AMD CPU power efficiency and the latest release of Nvidea GPUs where the power draw has been improved I would say if I were to build a high end rig today I would probably go for a Good Quality 1000w

Yeah ive always heard 20-25% but I generally go 25% so I have an upgrade path that does not include the psu until I switch out the mobo.
