Country: I am from Balkans, so EU prices are similar give or take 5-10% either way 

Games, programs or workloads that it will be used for:Esports titles, Diablo 4, and would like to be able to play new single player releases and future MMOs with decent fps in high settings, dont care about RT

Other details : 1080p 144/240hz gaming

I'd go with the 5800X3D build for 1080p, esp. for esports, where you'd be CPU bottlenecked way before GPU limited

6700XT is perfectly fine for 1080p as well
