Someone explain this to me

The newer X3D CPUs have much less aggressive boosting characteristics for a variety of reasons, but the end result is that they consume much less power and likewise generate less heat.

Explain what? The TDP difference?

But they scored within 15 points of each other. Ohhhhhh......because of the 3D V-cache

7950x doesn't need to operate at very high wattage either to perform well. You don't get that much performance between 150W and 250W. the 7950x3D is TDP limited from the 3D v-cache mod to protect the CPU, which generally operates at -500MHz boost compared to the non 3D v-cache dies, but can be disproportionately more powerful in applications where the extra 64MB of L3 cache is effective.

 

7950x3D scores less in cinebench because cinebench really doesn't care about the 3D v-cache but does care about the ~500MHz lower all core boost. In cinebench r23, the 7950x will go ~38k and 7950x3d ~36k for reference.
