I think its a decent system for the price considering what country you live in.  It also gives you room to upgrade the GPU later if you wish ( nothing too extreme of course, due to the 550w PSU )  If you want to game and this is the only choice for now, it will play games quite well.
The RX580 really holds up well, check this out! ( He has a faster CPU so expect a little lower performance, but its a nice view of what the RX580 can do still. )

Country: Republic of Moldova

Games, programs or workloads that it will be used for: Gaming (GTA V, RDR 2, Minecraft, CS2, Cities:Skylines, ETS2, HOI 4, you get it), Light video/photo editing.

     Hello, this is not a PC I will be building, this is a Second-hand PC I will buy for the needs listed above. I dont really know if this is the appropriate category, sorry if it isn't.

With the budget of 450 USD I managed to find 3 listings that have roughly the same specs, I chose the best one:

CPU: AMD Ryzen 5 2600

GPU: AMD Radeon RX 580, 8 GB VRAM

MB: AORUS/ASUS B450M

RAM: G-Skill Aegis 16GB(2x8) - 3000MHz

PSU: GlacialPower 550W 80+

     I need you guys to please tell me if it's worth the money and what kind of performance can I expect from this config, thanks in advance!

It's decent, RX580 is GTX980 (or RX6500...) level of performance, it's ok at 1080p

IMHO hardly worth the price. The CPU is decent, but it will be pretty bottlenecked by the GPU (RX580). 

 

The price is not crazily high, but maybe a bit high considering what GPU it's got in it. Maybe ask the seller if there's any haggle room in the price?

I am aware of that, you can get much better specs for that price in the US/Canada. The problem is, I live in an almost 3rd world country and I don't have a big choice 🙂
