Internet Download vs Upload

see the spike difference in upload vs download?

 

why is that?

 

i used to have both with the same spike, now the download speed sloooowly gets higher through the test

my question is, why doesnt the down speed spike anymore like it did before (like the spike on theupload) 

 

it goes steadily up while the upload speed JUMPS to max speed
