Depends on bios.  Phoenix bios beep codes 1-3-3-1 means Autosize DRAM, which I have no idea what it means, but it's probably related to RAM (determining how much is installed or something like that)

See beep codes here : https://www.computerhope.com/beep.htm

If there's two or more sticks, try removing all but one, maybe move the stick to other slots, remove and reseat the ram maybe it's oxidized contacts (clean the contacts maybe by sliding a folder piece of paper through the slots to rub against the contacts)

That board is an Award BIOS IIRC.

RDRAM is frustrating to say the least, but I think your beep code is for VGA, not RAM in this case.

I'll have a listen to your video in a bit and chime back in if you haven't solved this yet.

Ok, after watching and listening and double checking my memory on Award BIOS codes, I'm pretty confident you're encountering a VGA error. I know it's hard to find them, but maybe swap an old PCI VGA card in or try and get your hands on another AGP 2X card and see what happens. Even just pulling and reseating the card might fix the problem.

I’m thinking maybe motherboard issue or cpu has a bad pin?

Always possible, could be corrosion in the socket or even a capacitor that's ready to burst on the board. I just recapped a few of my Socket A boards myself, they don't last forever.

Those old parts, I have a lot of them and some just don't play well with others at all. It was one of the worst things in the early 2000s mixing and matching parts to make your system stable, it wasn't all plug and play like it is now.

Im ordering a new AGP card to see if that’s the issue if not im going to replace the motherboard and cpu since it’s the only ones I can find with the P4T motherboard

Please keep me posted when you get this working again. Those are great setups to have fun with these days.
