Please help me fix this stuttering once and for all

So, for the past year I have been dealing with this stuttering problem and no matter what I do nothing seems to fix it. I will attach 3 videos of three different games to show you what I am talking about. I have tried DDUing my graphic drivers more times than I can count in this past year, I have reinstalled windows multiple times now. I tried overclocking and undervolting. Nothing I do will fix it, I get 100+fps in all my games but it stutters and it is not smooth no matter what settings I use no matter what res I play at nothing, when playing Elden ring for example I get 60fps but if it goes to 59 fps I get a stutter. I have all new pc parts all working just fine, replaced them multiple times and still nothing. All I want to do is play a smooth game, I do not care about fps whatsoever. So, if someone can please help me that would be great.

asus b550- f gaming 

asus thor 850w+ platnuim

corsair h100x capillix (idk what it is called it is a corsair aio)

you have a cpu bottlneck. to improve this i would increase settings/resaloution to decrease the load on the cpu. this could help stutters

Try turning dx12 mode on and turning up some settings as Tomberry said. Also try lumen but if it’s too intensive don’t use it

Will upgrading to the ryzen 7 5800x3d fix this problem?

could do but try what i suggested dirst cus there could be another problem

I have tried this and I still get stutters, I can play max settings and at 4k still get stutters.

IF you notice a "stutter" from 60 to 59 fps, its either your monitor (its trash or its settings are) or your imagination simply.

BTW games are supposed to run at 59.94 *not* 60, thats why your fps counter shows both, 59 and 60 fps . Non issues IMHO

as said above its either your monitor/ settings or some kind of placebo effect because under normal circumstances there is no "stutter" between 59-60 ,its supposed to run like that as explained above.

as said above its either your monitor/ settings or some kind of placebo effect because under normal circumstances there is no "stutter" between 59-60 ,its supposed to run like that as explained above.  

Did you watch the videos?

i was specifically referring to this, which as i said is not really possible,  your videos show something else entirely?  (watched the Fortnite one)

 

Have you tried  ISLC? otherwise from the video it would appear like some kind of cpu bottleneck as others have said (or bad optimization) idk, when i play with unlocked framerate (which i basically never do) it typically doesn't look this bad... try ISLC

leave it at default settings,  make sure its actually running in taskmanager

I never play with unlimited fps anyway I just did it for the video. I normally play with vsync for the smoothest experience but I still get these stutters. I am not sure what ISLC is but I downloaded it and should I just open it and leave it or press start?
