Does anybody know if there is a way to solder a tpm chimp into a mac so it could run windows

Doubtful. The craziest stuff I have seen is swapping GPU/CPU/RAM chips and PCIe devices using the GPU contacts. I don't know that you can add totally new stuff. 

 

Most Macs can also already run Windows 10, which isn't EOL for a bit yet, using BootCamp. Just the M-chip Macs can't, and that's due to Microsoft not wanting to work on Windows for ARM and make it compatible.

Apple Silicon is straight up incompatible (so far) and Intel Macs dont have TPM2.0 chips.
