What cpu is better the Xeon e3-1220 v6 4c 4t 2400mhz ddr4 or the xeon e3-1230 v5 4c 8t 2133 mhz dd4?

Makes sense, it's the better CPU (more threads, higher clock, both are 14nm chips so should be little IPC difference between the two). What are you doing with the CPUs? If you feel you'll need the threads then the 1230v5 would be the right choice, otherwise just save the money and get the 1220v6.

I wanted to use it for some wz2, valorant, cs, and apex

Then you definitely want the 4c/8t model, it won't choke as hard if you have discord or a browser open in the background, and will have better 1% lows n such (basically smoother framerate, 4c/4t chips have more hitching in modern titles).
