So I've had this problem on my monitor for a few months now. I'm not very familiar with monitor tech so I hoped someone can help me out here. I've done every suggestion from the internet like updating the graphics drivers/display drivers, doing system integrity checks using cmd, replacing the display cords etc. But it doesn't seem to go away. This thing just randomly pops up then disappears and just goes in a cycle.

 

I really don't have the budget for a new monitor so I hope someone knows how to solve this issue. Thank you.

Are you talking about those two fat bands? I would say revert your desktop picture to default first and see what that does. Next thing to look at would be to see what programs are booting at first boot, and turn them off one at a time and see if it stops it. It kinda looks like the blocks you would see when you would defrag the old mechanical hdd's and it would give you a graph like that and show you how the disk was populated with files. If you have a AMD graphics card it could be something related to the amd graphics control center, a test line like that to show you if freesync is on and working, or in nvidias case they have a gsync and physx line like that. Is this a tv or a monitor? gsync or freesync? make and model?
