FPS drops

Ever since I used UltraUXTheme Patcher, I have been experiencing terrible fps drops, seems to go away in full-screen, but I refuse to play full-screen. I've altered the Windows look completely but I don't see how it could have reduced my fps by so much. Avg in WoW before patch was 80-90 now its sitting on 30fps most of the time (same in every game 50% fps drop). CoD4 actually says 125 and drops to 124 but feels like 20. CPU is on a very low usage, same with GPU. Im running a 4GB GTX770 and an i5-3570.
