I had recently upgraded to a 4070 and I have noticed that my fps is not that great.

I have a ryzen 5 3600

4070 12gb

16gb ram 3000mhz

1tb hhd

240 ssd m.2

I tried playing valorant and on low and high settings it ranges from 160 to 250 fps

And I realised that the gpu is only running at 30 to 50 percent and the cpu was also running at 40 to 50 percent and the ram was running at 66 percent 10.5gb out of 16gb.

I just want to know is ram bottlenecking or the cpu?

you do have a bottleneck but in some games and in 4k depending on the game you play. so in 4k in some games it wont bottleneck in other res's it will

you are bottlenecking the gpu  about 30 sm % which seems like a lot. but won't be if you use 4k. or just get a better ryzen cpu

as the 7000's series are out the older 5000's are cheaper now on newegg and amazon i'd get a 5700x or 5800x then you will be golden

Yes, a huge CPU bottleneck.

Is that on 1080p?

If it's 1440p or higher, the Ryzen 5800X3D would solve the issue.
