The GPU already able to use about 1/2 of system ram by default, and that doesn't seem like an issue. The problem is the PCIe bus is slow and high latency compared to vram.

 

The pcie gen 4 x16 bus is about 64gB/s max, but the memory on the 2060 is ~336gB/s and the 3070 is ~448gB/s.

If one was to set a high Vram in windows control panel in Windows 11 ; lets say a formula of 7/32 is ram usage with no tabs open but task manager ; 32-7 = 25 ; then 25X3 =75 Vram.. Then also set the Resizeable bar on .. Would that have any effect on high Vram games that use 9-12 gigs of Vram ? As the rumored Jedi survivor game and other games recently released ? Especially for those 6gig as the RTX 2060 or the 8 gig RTX 3070 ?

What are you talking about ?

VRAM is on your GPU you can't manage it in Windows, and it don't matter how you configure your RAM, if your GPU needs to access CPU RAM it'll stutters
