Firstly im new at this so pls dont flame…

i have a gigabyte b450m and for some reason i thought that it would be a gd idea to downgrade my BIOS to a version called F40, and now my pc isn’t turning on and after i did my troubleshooting i found out that i was supposed to not download that version (it has special instructions) and when i flashed my bios and the pc was restarting it wasn’t giving me a output and ive done everything from clearing the CMOS to redoing all my cables and my front panel connections thinking thats the problem but tbh…. 
Pls any help would be grateful 

ive sent a message to gigabyte support but i heard they take so long to respond.

Can you give your full Motherboard model, Looking up Gigabyte B450M returns multiple variants. What CPU are you using? It might not be supported in the older revision. Sometimes it can take a while to boot after an update/downgrade aswell. If you haven't waited between 1-5 minutes for POST/ Splash screen. It might be useful to just confirm that it isn't booting. Depending on the motherboard, you might have an option that will allow you to update the BIOS without CPU, commonly called BIOS flashback. Some bios versions cannot be downgraded to. If yours is this scenario ,you will have to go to gigabyte support or access the BIOS chip using a chip programmer (Usually CH341A) and flash an image that way which is more of a challenge.  Can you tell me which version you were on when you downgraded? (if possible, can you also attach a link to the bios page where you downloaded F40)

My cpu is a AMD ryzen 5 5600G and my MOBO says on it B450 AORUS M

also I’ve waited more than 2 hrs for a boot and nthn so i have waited more than 5 mins.. and i was on version f60 i think before downgrading.

and the thing is that nthn is giving outputs my keyboard isnt turning on or anything connected to the pc outputs.

I think you were probably on f61 bios as that supports the 5600g chip, your f40 bios does not so you will need to reflash to the f61 for your pc to work...do you have an older chip to reflash?

My pc doesn’t boot at all rn but i do have the secondary boot but I tried everything to get into it but nthn

If using a chip, either what the old BIOS supports or the one you tried to flash in supports, It's possible it's semi-borked. 
I say "Semi-Borked" because it probrably can be recovered but not in the usual way of flashing a BIOS to fix it.

Only real way around it in that case is a programmer and luckily those are cheap.

You MUST BE SURE when getting one it's for the correct BIOS chip type your board has.
A programmer would be something like this example:

CH341A + SOIC8 SOP8 Test Clip EEPROM Flash BIOS USB Programmer Arduino Fast Ship | eBay

You'd need to confirm the chip type the board has in it, buy the programmer that's correct for the chip it has and use it.
BTW it's not that difficult to use it once you get the basics of it but do some research about how it works and the software it uses before attempting to actually use it.

Also, a programmer will ignore the restriction about not letting you flash back to an older BIOS file so with a programmer, you can flash whatever file version you want to the BIOS chip and go.

However as you'd already learned here, flashing a BIOS the traditional way is risky and should NOT be done unless you must - Even using a programmer isn't 100% risk-free but can work if the usual way doesn't work.
If it's working fine as is, just leave it alone.

flashing the bios the traditional way is not really that risky nowadays, I am flashing mobo bioses regular... and I also have a ch43a which I got for gpus

though the error here is the poster flashed an older bios onto his board that does not support his processor, no issue with the bios, issue with the user.

So I was hesitant to even suggest a programmer:(

i also wanted to ask but what if i short my bios chipset wont that trigger it to go to recovery bios or the backup bios?

I get that but anytime you flash a BIOS there is always the risk of it failing for some reason, even if it all seems to go well. 

Thing is it's not working "As Is" so I had to approach it from that perspective.

However from the looks of it, I do agree an older CPU really is the best shot at getting it working again short of using a programmer and if using an older chip fails, that's probrably what it will take to fix it.

TBH shorting a chip when it's powered on.... Risky to say the least of it... I'd think doing that would kill the chip, board or maybe both so I must say don't do that, instead just find an older CPU the BIOS version you tried to flash in will support and give that a try.
