PC does not completely shutdown

Hello,
I am having some issues with my pc. I just build one and when I shut it down it does not really shut it down. CPU cooler fans spin, keyboard, mouse and headphones still have the lights on. I have tried anything, updating the bios, turning off hibernate, going through bios settings, windows setting, rebuilding the pc again and it still does that. Does anybody know what's going on with that?

disable fast startup, you sure you use the windows shutdown button?

Also u can turn off ur psu after “shutting down”.

I've disabled it it and everything. Yes i used shutdown still does that

Bro, that's the whole point. I don't wanna plug off my pc everytime i shut it down
