dead cpu?

So, one of your sticks of ram is in the wrong slot. It's in slot 4, should be in slot 3. Move the left stick to the right one.

The red led in your pictures says that the main bios is active.

Any change if you go to the backup BIOS? Have you cleared cmos?

The black marks don't necessarily mean it's broken, but there's thermal paste on the top right corner pads that look like it's pretty solid and would keep the pads from contacting the pins. I'd clean that up and try again. 

I'm not actually trying to be as grumpy as it seems.

I will find your mentions of Ikea or Gnome and I will /s post.

Yep - I too noted alot of scratching or what really looks like burn spots on the pads, along with other things that made me cringe when I saw the pic.
I don't know if it's TIM or solder I'm looking at with the caps on the lower right of the pic, if it's solder that means it's been repaired before. Doesn't mean it's bad since I've done that myself before to get a chip working again but still....

Anyway, get those pads cleaned up and know they look more like burn spots instead of scratches, which is something I have seen before.
You can try some brasso or maybe a bit of acetone to clean and polish the pads and that will get them clean at least. Doing this may or may not help to remove the spots but at this point can't hurt to try it. Just be sure once done the chip is completely dry/cleaned of it when ready to test.
Excessive voltage due to overclocking is the usual culprit with burn spots but if CPU voltage was too high for whatever reason, that can cause it too.

thanks everything is working now however it seems some of the pins in the old motherboard are bent which makes no sense it hasn’t been touched

Refrer to this pic the next time you remove/replace the CPU and it fails to boot.
What's happened is those pins are loose down in the socket. They are not bent, instead they have shifted to one side which can make the machine seem dead from a bad CPU.
Only real solution is to remove the chip, scoot those pins back in place (Alignment) and try it again.
If the machine is working I'd not remove the CPU again unless there is no choice about it for you.

I discovered this when my Z77 OCF had it to happen - Got the pins back in line and it worked BUT eversince I do have to keep an eye out on one pin in particular because it's the one that will shift to one side like what I'm seeing in the pic. That's why I say refer to this pic in the future if it starts acting this way after a CPU remove/replace or swap.

im scratching my head the cpu has not once been touched since i installed it long time ago i only had problems when i decided to unplug the pc and move it

You may have inadvertently set it down too hard (Dropped it?), that could jar the system just enough the chip and /or pins could shift a little and there isn't much room for a shift to take place without causing problems.

Do like I have to do with mine - Get a magnifying visor with a light and a suitable tool such as a really tiny screwdriver or maybe a toothpick... anything that can be used to move/bend pins.
In some cases I like using a tooth pick because I can modify it easily so it works if I have to.

Do it slow and deliberately, beware of the pin suddently moving when it wasn't wanting to before due to simple resistance. When it gives, it gives suddenly so be ready for that in the case of bent pins, for ones that shifted to one side it isn't quite so bad but can still happen that way.

In any case, work slowly and methodically because you have just as much time to do it as it takes to do it - No rush.

i don’t recall doing so but maybe 🤷 i will for sure try fix it always good to have spare parts

You've got nothing to lose by trying plus you'll gain some experience about it.
That's always a good thing to have, esp if the piece you're trying to fix is already dead "As Is", so there isn't any real loss if you do mess up.

What you learn today by doing it could well save your bacon tomorrow - That's how I approached it when I started and so far, so good.
