I wouldn't even pretend to download an official file from a mega.nz website.  Would have ended things right there.

100% sketch.

Should have been a download from their support page, like all the BIOS/LAN/Drivers, etc.

can an .exe even change a motherboard setting like shutting off a debug LED?

Yeah, it can. You can already find software that changes motherboard settings in the OS, EasyTune from Gigabyte can change LLC for example, ASUS MemTweakIt can change memory timings in the OS in real time, ASUS TurboVCore can change every voltage setting available in the BIOS while in the OS, and there's already countless pieces of software that change other LEDs on the motherboard.

Don't blame you for not trusting that program, even if it's real they had to know putting the icon as a trojan helmet and making you get it from Mega was a bad idea, but I also wouldn't be surprised if that program does exactly what they said it would do.

I get this same vibe, that it's probably legit, but I might reach back out and see if I can receive the file a different way. Considering the small chance it isn't kosher.

A buddy of mine 3D printed a cover for he debug readout on his X670E Hero. I've been meaning to get one from him for my X670E Taichi. I was also surprised to see there was no software control. I'd like it to continue displaying debug information during boot but then simply shut off once in Windows. Apparently there is no such option.
