Does ram speed matter?

Not really. It wouldn't be noticeable at the naked eye and at best you'd get a few extra fps in some games.

Even less if the higher speed RAM also has a higher CAS latency.

 

There's a point of diminishing return and for DDR4, that's around 3200. 

If you already have 3200 RAM, there's not much point wasting money going to 3600. Save up for your next big upgrade to DDR5 on the newer platforms.

Games, programs or workloads that it will be used for: gmod, cod, Fortnite, Minecraft (with shaders)

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I was wondering if I should upgrade to 3600mhz from 3200mhz but it’s a little bit more expensive, so should I save my money or just get 3600mhz (ddr4 btw)

We need more info about your system. Some platforms can barely do 3200MT/s, some don't really scale with RAM speed, some scale a ton with RAM performance.

 

Also, do you already own 3200MT/s? It's almost certainly not going to be worth an upgrade, especially since a lot of 3200MT/s rated kits can do 3600 CL18 without too much effort.

It’s a 5 5600g and a 1660s on the ASUS prime a520 mobo

The 5600G does scale quite a bit with memory speed in part to it's lower cache amount. If they're the same price definitely get the 3600 kit, if not something faster.
