First Time Building Looking for Feedback

Budget (including currency): ~5k USD

Games, programs or workloads that it will be used for: Gaming mostly (MW2, Total War, playing RE4 recently), will also used for coding (for personal projects only, not enterprise application development)

Already have a 1440p 240hz monitor I'm using

4. Peripherals

Already have a cherry MX keyboard I like and my preferred mouse. Plan on getting a discounted Windows 11 copy from my friend at Microsoft.

5. Why are you upgrading?

Been using a RTX2080 Laptop for the last ~3 years, feels like I should covert to a desktop, and I think upgrading from the 2080 to a 4090 right now seems pretty good

Will also be moving some of my current SSDs to the new desktop, so I'm only getting a new SSD boot drive. Open to any feedback before I place the order in a couple of days.

Hello... YOur list was quite good. I did make some changes but they are for the better and some to save you some money as there are some combo deals like up to $100 off the CPU and $35 off for the Case and PSU if they are both Corsair brand. The Motherboard I did change to something better than the mid-range one you had and I got you a ATX 3.0 MSI PSU. I also changed the RAM because RAM at the speed that you picked would not be stable and you would just be constantly crashing the PC. I switched the case to the Corsair iCUE 5000T Airflow edition that comes w/ 3 front fans and a Fan Hub in the back of the case. I added one extra Corsair fan to go in the rear of the case and the AIO you picked will go on top of the case.

If it is mostly gaming, then you should just wait for 7800X3D coming out in 4 days. Yeah, they thinly lose out on productivity but in gaming its pretty much going to leave the 13900K to the dustbin. And yeah, i think spending 5 grand is just archaic, this build pretty much gets all the mark of highest end at far below 5k. Get yourself some more 401k transfer with the 2 grand leftover.

For your first build i really dont think you should be spending $5000. Do you know how much horsepower you need for your daily usage? Sure you can go for the best and greatest and drop the big bucks on it, but you can get a really great experience for a fraction of the price. Maybe try shooting for $1500 or $2000? Even at that price you'll have one of the best rigs around. 
Even the 3000$ build would be much better.

You should really watch some of the Intel Extreme Tech Upgrade videos, and even the latest AMD Ultimate one to get a good idea of what to put your money towards. Do you really want to put it all on the actual computer, or do you want to upgrade the room it'll be in as well? Why not get a better modem and router too? Speakers? Chair? Desk? I would recommend taking a look around at the room the computer will be in (probably the same one your laptop was in, no?) and look at what else you may want to upgrade too.

Just to clarify, my 5k budget is just for PC upgrade (obviously I'm not forcefully trying to spend all of it, it's more of just a cap of what I'm down to spend), I don't really need other upgrades, I already have the nighthawk modem (paying for gigabit internet), I've also picked up various peripherals over that are fairly new over the last year (partly from work at home reimbursements), so the only thing I'm trying to upgrade is just my computer. I want to build a computer which I probably won't upgrade for 2-3 years. Also, I typically lean towards intel simply because that's what I've always used, although I may wait for a review of 7800X3D before I decide, I'm also just more familiar with Intel boards.

Upgraded the cpu back up to that i9 then, and went with Noctua fans for the case. Also went with a better psu, just in case you plan on upgrading the gpu in that 2-3 year time frame. I'm sure something new will be bound to be announced and/or released by then.

correcting this based on your clarification-

this PC is the most specked out PC one can make for gaming. this PC will play literally ANY game you throw at it. The only things i think i need to explain-

 

the CPU is a i7 13700k because that has the max, 8 P-cores while being 13th gen (so faster in gaming). it is as fast as the i9 13900k or the i9 13900ks in gaming.

 

the P5 plus is just as good as the 980 pro in every aspect including failure rate and the firecuda 530 is there for bulk storage because its 4TB and has STUPIDLY high endurance rating.

 

the fans are just-as-good-as-Noctua fans
