Is cv450 enough for this system?

This system is only for 4K TV video 

And youtube

I7 4790

Gtx970

2x 3.5" HDD

 

I think cv450 is cheapest branded PSU around or is it still avoid at all cost?

If you can, I would push for a CX550M. It might be a little more expensive, but it's also less likely to die.

I know cv is supposed to replace the exploding vs series, so it haven't been improved?

It's likely improved, but the CX line has been among the best budget PSUs for years.
