You do not need the CPU installed in order to perform the BIOS update.

No CPU needed. Here is a guide from ASUS on how to do it on their Motherboards 🙂  I did it on my B650 TUF.

Thanks, since you did it can you please tell me what was plugged on/connected

24pin cable, cpu pin, ram , storage, gpu?
