12th Gen i3 and RX 6500 XT??

I’m planning my first build in years and it’s for my nephew to game. He likes survival games and wants to play Rust and Half Life Alyx. 
 

It is a budget build so I’m planning a i3 12100F and we have already bought a Phanteks P300a case so he could get excited by seeing the case on his desk. 
 

Would a RX 6500 XT be a good graphics card for this build? Is there a better choice? Who’s a good mfg. for graphics cards and does the mfg. make a difference?

Get him the 6600 or 6600XT instead, much better performance.  6500XT is a cheap budget card about half the oomph of the 6600xt.   The 6600XT will last him for years.

The problem is he’s buying some of the parts with his birthday money (he’s 13) and I’m buying the GPU so his budget for the CPU is limited with the other components he needs to buy. We’re trying to teach his some sense of ownership with this project. 
 

Will the RX 6600 or 6600 XT work with the i3 12100F and just be better served with a better CPU that he can upgrade later or should I not get this GPU with that CPU because they won’t work well together?

Yes, dropping in a better cpu down the line will serve to support the 6600xt more.  Gives him a great range of performance to look forward to as he gets more funds.

If we redline this one, you could get 3060Ti or 6700XT which would shred the 6500XT. And also pretty damn good CPU too.

If we stuck with the i3, would a 6600XT still be a good choice? Also, I’ve heard that MSI GPUs are not great, but it was in passing from someone. Is that accurate or are MSI GPUs decent?

Im not a fan of anything less than a 6 core 12 threads on modern system especially for CPU bound games like Rust, but i3 12100/13100 with RX 6600XT would be a very fine combo.

Yeah ive heard some model being a miss on release including the current crops of 4000 series nvidia, but honestly MSI has been pretty consistent in quality since 2013. Their price is a bit steep for MSRP but besides that their quality has been pretty good and their customer service experience for RMA is fine. Nothing remarkable but not outright "i wish its illegal".
